Overview:

The Oak Ridge National Laboratory (ORNL) seeks to hire an Independent Oversight Program Manager. The primary purpose of this position is to assess, analyze and coordinate mitigation of operational risk throughout ORNL and communicate results to senior management. The incumbent will perform risk analyses and assessments, track and report trends, and communicate mitigation strategies to management.

The scope of work will involve interactions with various disciplines/directorates throughout ORNL (i.e. Finance, ESH&Q, Operations, Research organizations, etc.).

Major Duties/Responsibilities:

  • Serves as the leader of the Independent Oversight (IO) function at ORNL.
  • Develops, organizes, and directs a risk-based internal assessment plan and may lead those audits/assessments.
  • Establishes and delegates execution of the annual assessment plan through accurate risk assessments, reports that presents results and pragmatic recommendations to strengthen risk management, control, and governance.
  • Manages budgets and schedules as required to execute the IO mission.
  • Secures the participation of subject matter experts from ORNL organizations, other national laboratories, DOE facilities, and subcontractors as needed to perform IO assessments.
  • Monitors action taken on the assessment issues and reviews the adequacy and effectiveness of implementation.
  • Responsible for execution of highly complex assessments and projects that require considerable independent judgment and initiative as well as the use of analytical modeling, data analysis and business problem solving skills.
  • Must have the ability to strategize across all levels of the organization to identify potential issues which may require further analysis.
  • Must maintain a strong commitment to the implementation and perpetuation of values and ethics.

Basic Qualifications:

  • A BS degree in science, technical or business discipline is required with at least ten years of experience in facility operations, research and development activities or other related programs.
  • Experience performing and leading assessments.
  • Demonstrated flexibility in leadership by performing and/or overseeing change initiatives not only in the performance/risk analysis and compliance issues but also in the analysis of complex human resources, budgetary, financial, or administrative management policy and programmatic issues.
  • Ability to identify key strategic issues, opportunities, and risks.
  • Excellent written and interpersonal and communication skills are essential as well as the ability to articulately convey ideas and concepts.
  • Must have demonstrated experience in preparing and delivering presentations to senior management personnel.
  • Must enjoy problem solving and possess good attention to detail.
  • Must have the ability to adapt quickly and easily to new and challenging positions.
  • Must have the ability to influence all levels of the organization effectively to gather appropriate information and develop effective actions.
  • Must have the ability to obtain and maintain a “Q” clearance.

Preferred Qualifications:

  • MS degree or equivalent years of experience
  • Progressively responsible experience in operational risk management is desired.
  • Experience with assurance and oversight functions in Department of Energy national laboratory or other research institution is strongly desired.

Q or L Clearance:

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
