Community Finance Team
Community Finance’s commitment to impact is clear. In 2023, the team originated $2.3 billion in debt and Low Income Housing Tax Credit (LIHTC) equity investments that financed more than 14,000 affordable housing units. Since its inception, Capital One has invested almost $17 billion in affordable housing and provided financing for more than 160,000 affordable housing units.
Capital One’s Community Finance originates debt and equity to support affordable housing development. The team provides construction debt financing, as well as, invest in low income housing credits through proprietary and multifund equity fund structures. In addition the team partners with other lines of business to provide capital to Community Development Financial Institutions.

Maintain a strong working knowledge of the bank, its customers, portfolio exposure, competitive environment, economic trends and policies
Partner with business and credit risk management to foster an environment of open dialogue around risk tolerance and credit appetite
Promote appropriate application of all bank and line of business policies and procedures; support and drive adherence to regulatory compliance requirements

Encourage an atmosphere of urgency toward meeting customer’s needs and providing excellent customer service
General Responsibilities:
Supports CF’s debt and Low Income Housing Tax Credit (LIHTC) pipeline management process to help achieve Community Reinvestment Act (CRA), economic/profitability goals and aligned with Community Development Impact goals
Possess a high level of knowledge of LIHTC program, and stay current on knowledge regarding LIHTC market and trends
Recommends structural changes and enhancements related to affordable housing transactions.
Act as a gatekeeper to identify and mitigate risks
Contribute to development of CF investment strategy and communicate to internal and external stakeholders
Collaborate with other CF departments, including Originations, Underwriting, Portfolio Management, Loan and Equity Administration, Innovation & Analytics, Construction Risk Management, CRA and Credit to ensure highest caliber of service and responsiveness to syndicator partners. Adopt an enterprise mindset
Coordinate collection of data through deal life cycle for feedback loop to syndicator partners. Enable and maintain operational excellence
Attend client and industry events to amplify CF’s impact, deepen knowledge/expertise and support relationships
Coach/mentor/develop more junior associates. Hold a high bar for talent and performance
Understand and employ all lending, investing and regulatory/compliance policies and procedures of the bank and the department
Basic Qualifications:
High School Diploma, GED or equivalent certification
At least 7 years of experience in client management, business development, financial services, or any combination of the three
At least 3 years of experience with Low Income Housing Tax Credit (LIHTC)
At least 2 years of experience in lending, investments, community development lending, community development investments, or any combination of the four
Preferred Qualifications:
Master of Business Administration (MBA) or Master’s degree in Finance
3+ years of experience in market analysis
7+ years of experience pertaining to affordable housing, community development or any combination of the two
Completion of credit training program
At least 3 years of people management experience
The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
New York, NY: $210,500 - $240,300 for Agency UW & PM III
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI).
