DESCRIPTION

The AWS Secure Connection Services (SCS) team delivers a portfolio of AWS cloud services to government customers who have unique access control, security, and compliance requirements in Amazon Dedicated Cloud (ADC) regions like AWS GovCloud. We are looking for a passionate, innovative, results-oriented Sr. Technical Program Manager (TPM) to join the AWS SCS team to support requirements for our classified government customers.

As a TPM on the AWS SCS team, you will:
- Lead projects and programs spanning Modular Data Center (MDC), software development, technology lifecycle management, focusing on DevSecOps, software security, and cloud-based solutions.
- Engage with customers and work to ensure that our systems and services scale to meet diverse government customer requirements in restricted access and classified regions.
- Interface with Software Development Engineers and Vendors, support manufacturing and design discussions, and help ensure that the quality of deliverables exceed our customers’ expectations.
- Drive process and technology improvements that reduce friction for customers and proactively address issues that help AWS meet a range of customer needs globally.
- Work backwards from the customer to solve big technical challenges and drive stakeholder communication.
- Work across business, product, and engineering teams to balance technical trade-offs, costs, and development solutions to delight our customers.

As you develop both broad and deep expertise, you will build a network of contacts and colleagues from across AWS as you creatively solve exciting new challenges.

Key job responsibilities
- Work directly with software engineering teams, implement agile methodologies, manage dependencies, develop program roadmaps and timelines, facilitate application security reviews, unblock engineering workstreams, track deliverables and deadlines, and ensure stakeholder alignment.
- Drive software development best practices such as automated testing, continuous API monitoring, role-based authentication/authorization, auditing, and implementation of security controls (encryption at rest/in-transit, mitigation against man-in-middle attacks, API throttling, etc.).
- Enforce automation of software builds, deployment and maintenance using CI/CD pipelines, infrastructure as code, and continuous scanning.
- Identify, baseline, and deliver goals in collaboration with Software Development, Data Center Engineering, and Product/Program Management teams.
- Work with vendors and partners to architect, build, integrate, validate, and deploy complete edge and cloud solutions to public sector customers.
- Build a deep functional knowledge to deliver on the service requirements with highest precision and establish feedback mechanisms to track progress towards programmatic objectives.
- Deliver medium to high complexity projects and improve processes with significant business impacts and contributions to the operation through improvement to quality, productivity, and customer experience.
- Work with cross-organizational stakeholders to ensure product readiness, software availability, and forward deployment readiness. The Technical Program Manager facilitates timely delivery of projects on roadmap to support the team and department vision.
- The TPM also needs to communicate effectively with cross-functional stakeholders both within and outside the organization. Keep abreast of performance trends, raise risk/issues, escalate effectively, eliminate blockers (within span of control), and establish mitigation strategies for issues.
- Apply your writing and program management skills to create, document, and implement an operations strategy/roadmap.
- You will support design, build, and deployment of software solutions within customer environments.
- You will present program status to senior leadership. Your expertise will influence the team’s decisions to drive secure and scalable solutions.

BASIC QUALIFICATIONS

- 6+ years of technical program management working directly with software engineering teams experience
- Experience leading highly technical programs involving infrastructure, complex systems, systems engineering
- 5+ years of project management disciplines including scope, schedule, budget, quality, along with risk and critical path management experience
- Exceptional operational, analytical, and interpersonal skills to drive overall strategy and teams across organizations
- Strong written and verbal communication skills with the ability to present complex technical information to a variety of audiences aligning to an innate ability to influence projects and teams by inspiring, motivating, and negotiating.

PREFERRED QUALIFICATIONS

- Experience managing technical programs across cross-functional teams, building processes and coordinating release schedules
- Experience in networking, control systems, building management systems, and systems engineering including rack cabinet enclosure construction methodologies with knowledge of routers, switches, UPS, etc.
- Experience in data center operations support, manufacturing, or field operations with knowledge of construction methodologies and knowledge of networking requirements
- Experience with data management and data analytics tools and systems, such as SQL, Quicksight, Redshift, Python or other scripting languages and data analytics tools alongside experience creating Integrated Master Schedules (IMS) and project plans
- Current, active US Government Security Clearance of Top Secret or above

Our compensation reflects the cost of labor across several US geographic markets. The base pay for this position ranges from $133,900/year in our lowest geographic market up to $231,400/year in our highest geographic market. Pay is based on a number of factors including market location and may vary depending on job-related knowledge, skills, and experience. Amazon is a total compensation company.
